1. Issue of a payment institution licence to AB Lietuvos paštas
The Board of the Bank of Lithuania decided to issue a payment institution licence to AB Lietuvos paštas, which grants a right to provide payment services listed in Paragraphs 1, 2, 3, 5 and 6 of Article 5 of the Republic of Lithuania Law on Payments.
These include the provision of services that create conditions to pay cash into a payment account and all operations related to the management of the payment account; the provision of services that create conditions to take cash from the payment account and all operations related to the management of the payment account; payment operations, including the transfer of the funds available on the payment account opened with the payment service user’s payment services provider or another payment services provider: direct debit transfers, including one-off direct debit transfers, payment operations using a payment card or other similar means, and/or credit transfers, including regular transfers; issue and/or acceptance of the means of payment; money remittances.
AB Lietuvos paštas informed the Bank of Lithuania that, in addition to the provision of payment services, it intends to provide foreign exchange services related to the said activity and to perform other activities that are not related to the provision of payment services.
2. Issue of a payment institution licence to UAB SOLLO
The Board of the Bank of Lithuania decided to issue a payment institution licence to UAB SOLLO, which grants a right to provide a payment service listed in Paragraph 6 of Article 5 of the Republic of Lithuania Law on Payments. The company intends to collect payments for various services (utilities, telecommunications and other services). This activity will be performed using money remittances, i.e. the payments are received from the payers without opening a payment account on behalf of the payer or the beneficiary.
According to the presented business model, UAB SOLLO will take over the payment collection services from UAB MAXIMA LT, i.e. the activity of the company related to the provision of a payment service (money remittances) is separated from the retail trade and transferred to a newly established payment institution UAB SOLLO.
UAB SOLLO will provide the payment service (money remittances) via the intermediary UAB MAXIMA LT.
3. The plan of issue of collector (commemorative) coins in 2012-2013
The Board of the Bank of Lithuania approved the plan of issue of collector (commemorative) coins in 2012-2013. The programme of coin issue for the coming two years will be especially interesting to numismatists due to its novelties. One of them is the planned issue of 25 litas denomination collector coin for the first time.
Seimas of the Republic of Lithuania announced 2012 as the Museums Year. Therefore, next year the first 50 litas silver coin will be dedicated to the 200th anniversary of Baubliai Museum of Dionizas Poška. This will be the contribution of the Bank of Lithuania to the programme of the Museums Year.
Next year, the 10 litas coin dedicated to art will continue the series started last year, which draws attention to the Lithuanian culture.
The series dedicated to science will include the so-called small gold coins (10 litas denomination, 1.244 g) Their minters will have to take efforts to transfer miniature images presenting the Lithuanian science to the metal ensuring good quality. The first coin to be issued next year will be dedicated to exact sciences. In the future, the coins will commemorate other fields of science that Lithuania can be proud of.
Next year, the 150th anniversary of the famous Lithuanian poet Maironis (Jonas Mačiulis) will be commemorated. It will be put in remembrance by 50 litas silver coin.
In 2013, the 50 litas silver coin dedicated to 150th anniversary of the Uprising of 1863–1864 will be issued.
Two coins will commemorate the 25th anniversary of Lietuvos Sąjūdis, the Reform Movement of Lithuania. In addition to a simple 50 litas silver coin, the 25 litas coin minted from the so-called Northern gold will be issued in Lithuania for the first time in 2013.
The Lithuanian Presidency of the Council of the European Union in 2013 will be also commemorated by two coins – 50 litas commemorative coin and 1 litas circulation coin.
Moreover, it is planned to issue the 50 litas silver coin dedicated to 600th anniversary of the Christening of Samogitia in 2013. Meanwhile, the 100 litas silver coin (with the weight of 56.56 g) will be issued to commemorate the 400th anniversary of the publication of the first map of the Grand Duchy of Lithuania.
A popular series featuring the Lithuanian Nature will be continued next year: the 50 litas silver coin will feature the national bird of Lithuania – the white stork (Ciconia ciconia in Latin) – which is included in the list of protected species of Lithuania.
It is planned to mint 5 000 pcs of each silver and gold coin to be issued in 2012 and 2013.
The mintage of the 25 litas coin dedicated to commemorate the 25th anniversary of Lietuvos Sąjūdis will be 25 000 pcs. The mintage of the 1 litas coin made of alloy of copper and nickel dedicated to commemorate the Lithuanian Presidency of the Council of the European Union in 2013 will be 200 000 pcs.
4. Inclusion of subordinated loans in the capital of AB bankas SNORAS and the amendment to the provisions of non-equity securities issue documents
The Board of the Bank of Lithuania gave permission to AB bankas SNORAS to include two subordinated 20-year loans of EUR 7,500,000 (LTL 25,896,000) each received from Vladimir Antonov and Raimondas Baranauskas into Tier 2 capital of AB bankas SNORAS. The permission was issued after amending the conditions for granting the said subordinated loans and providing for the possibility to exchange these loans into the shares of AB bankas SNORAS.
The Board of the Bank of Lithuania gave permission to AB bankas SNORAS to amend the provisions of the issue documents of 420 units of non-equity securities with the nominal value of each security of EUR 50,000 (LTL 172,640) and the total value of EUR 21,000,000 (LTL 72,508,800) and to provide for the possibility to exchange these securities into the shares of AB bankas SNORAS.
