Keynote speech: The Trust Hack: Fraud as a Communication Crime

In an increasingly complex financial and digital environment, consumers face growing risks of fraud, manipulation, behavioural biases, and AI-enabled scams. Vulnerability is not limited to specific groups – it can affect anyone under certain circumstances, especially during periods of stress or major life events. As AI increases the scale and sophistication of threats, the discussion will explore what strengthens consumer resilience: financial education, communication, choice architecture, and timely interventions. It will also examine where responsibility should lie – with individuals, institutions, or both – and how institutions can move from protection to real consumer empowerment in the AI era.

As fraud and manipulation grow in scale and sophistication, institutions must strengthen coordinated responses across prevention, supervision, enforcement, and communication. The discussion will explore the role of central banks, policymakers, law enforcement, and European institutions in addressing consumer vulnerability and improving resilience. It will examine how data sharing, payment regulation, AML frameworks, and supervisory tools can better respond to evolving fraud risks while maintaining trust, privacy, and legal compliance. The panel will focus on practical lessons and forward-looking approaches that help institutions move from reactive protection to proactive resilience-building.

It will examine emerging fraud trends, gaps in current systems, and whether prevention tools are keeping pace with the scale and speed of fraud. The panel will also focus on practical lessons and evidence of what works in strengthening fraud prevention through technology.
