The Bank of Lithuania begins to announce today on its website more detailed payment statistics data. Payment statistics, in accordance with the new requirements, are compiled and announced on the Bank of Lithuania’s internet website, beginning with data from Q1 2015.
The Bank of Lithuania begins to announce today on its website more detailed payment statistics data. It is compiled in accordance with the Bank of Lithuania Board Resolution on the Payments Statistical Reporting Requirements No 03-65 of 24 April 2014 and complies with the Regulation No 1409/2013 of 28 November 2013 of the European Central Bank on payment statistics (ECB/2013/43) (hereinafter — Regulation) as well as the European Central Bank Guidelines ECB/2014/15 of 4 April 2014 on monetary and financial statistics (new version) (hereinafter — Guidelines). The provisions of the Regulation and Guidelines are applied to all of the European Union (EU) Member States, thus this provides the opportunity to create and announce statistics compared at an international level.
Payment statistics, in accordance with the new requirements, are compiled and announced on the Bank of Lithuania’s internet website, beginning with data from Q1 2015. Prior to 2015 the Bank of Lithuania compiled and publicly announced payment instrument statistics, a large part of the indicators of payment instrument statistics are compared with the newest payment statistics data. In order for the consumer to be presented with easily accessible statistical information from a sufficiently long period, the website of the Bank of Lithuania began to announce new payment statistics supplemented with historical payment instrument statistics data from 2006–2014, calculated in accordance with the newest payment statistics requirements.
The changes that appeared in the new payment statistics were mainly a result of the implementation of the SEPA project in the EU and innovations in the payments market. The updated payment statistics that are available online are comprised of eight tables that present information on Lithuania’s payment service providers’ opened accounts, performed payment transactions in cash and non-cash, issued payment cards, the ATMs and POS-terminals provided by the payment service providers and the operations carried out in ATMs and POS terminals. Compared to the payment instrument statistics in the new payment statistics the indicators of Lithuania’s payment service providers’ opened accounts, performed credit transfer and direct debit operations are broken down by type and the method used. Money remittances and payments via telecommunication, digital and IT devices are presented in separate categories, although until 2015 they were classified as credit transfers. Additionally, information on payment transactions performed at credit and electronic money institutions and payment institutions is singled out. A significant change is also the fact that the performed payment transactions are divided into not only domestic and international operations, but also into transactions performed: a) in euro area countries; b) in the EU, but non non-euro area countries; c) the rest of the world. The number of ATMs and POS-terminals and the operations carried out at these terminals are allocated not only by the payment service provider’s, which provides the terminal or issues the payment card, location, but also by the location of the terminal.
