To make more statistical data available to consumers, Lietuvos bankas has started publishing statistical data on fraudulent payments on its website.

These data are provided by payment service providers (PSPs) established in Lithuania, namely credit institutions, electronic money institutions, and payment institutions. The data are provided from 2022, following the entry into force of the amendments to the Regulation of the European Central Bank (ECB) on payments statistics. The provisions of this Regulation apply in all European Union (EU) Member States, making it possible to compare data internationally. The statistics are available on the ECB Data Portal. The ECB has also started to publish some data on fraudulent payments on the portal. Contributing to this initiative, Lietuvos bankas is also starting to publish aggregated statistics on cases of fraudulent payments related to various cashless payment services provided by Lithuanian PSPs.

Cases of fraudulent payments include:

  • unauthorised payment transactions executed, and
  • payment transactions executed involving manipulation of the payer.

Unauthorised payment transaction means a payment transaction executed without the payer’s consent, including transactions executed due to the loss, theft or misappropriation and use of payment details or a payment instrument, regardless of whether the payer could have noticed this before the payment was executed and whether this occurred due to the payer’s gross negligence.

Payment transaction involving manipulation of the payer means a payment transaction in which a fraudster manipulated the payer into issuing a payment execution order or submitting a payment order to a payment service provider, with the payer believing that the funds are being sent to a bona fide payee.

Please note that these statistics only include executed payment transactions in which funds were transferred. Suspended payment transactions which were not executed due to suspected fraud are not included in the statistical reporting.

The total number and value of fraudulent payments are published. This category includes credit transfers, direct debit, electronic money payments, payments with cards issued by Lithuanian PSPs, cash withdrawals using these cards, money remittances, payments with cheques, and other services. Separate tables show cases of fraud involving credit transfers, payments with cards issued by Lithuanian PSPs, and cash withdrawals using cards issued by PSPs. Card payments and cash withdrawal transactions are grouped into payments made through payment terminals or points of sale located in Lithuania or abroad. 

However, these statistics do not reflect the residency of PSP clients, so the data published include not only Lithuanian residents, but also foreign nationals who use Lithuanian PSP services provided both in our country and abroad.

Data on fraudulent payments are published in the Payments Statistics section on the website of Lietuvos bankas. Semi-annual data are published within the quarter after the end of the reporting period. The exact publication dates are announced in the Data Release Calendar.
