Parameter out:
  � List of possible values of RateType parameter.
Latest rate of VILIBID/VILIBOR Function name:
  � getLatestVilibRate
Parameter in:
  � RateType - VILIBID/VILIBOR type, example VILIBOR3m
Parameter out:
  � Decimal number - latest published VILIBID/VILIBOR rate.
  � If given parameter is invalid or error appear than negative number is returned.
VILIBID/VILIBOR rate for the specified date Function name:
  � getVilibRate
